MANAGEMENT OF ASBESTOS IN BUILDINGS (SAFE REMOVAL & DISPOSAL)

Description

The module is at a proficiency level which aims to provide the student with the practical knowledge and skills to be able to manage asbestos in buildings and give a knowledge base to audit asbestos removal projects.


Pre-Qualification:

No Pre-qualifications required. But pre-course study recommended if new to subject (details will be provided at time of booking).

Course 3 days, Practical Assessment & Exam 1 day, Optional 1 day refresher

Course Content:

Health and Safety at Work Act 1974, Control of Asbestos Regulations 2006, including regulation 4, Duty to Manage Asbestos. Management of Health & Safety at Work regulations (1999), Hazardous Waste regulations 2005, Construction (Design and Management) Regulations 2007, Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995. Approved Codes of Practice: HSG 227, Comprehensive Guide to Managing Asbestos in Buildings, HSG 247, The Licensed Contractors Guide, HSG 189/2, Working with Asbestos Cement, HSG53, Respiratory Protective Equipment at Work, HSG 210/213, Asbestos Essentials, comprehensive guide on working with asbestos for the building and maintenance trades.

Syllabus:
Review all relevant current Regulations related to asbestos, and asbestos in buildings. Discuss the provisions of the Approved Codes of Practice for the Control of Asbestos Regulations 2006 and associated legislation. Describe the full health effects of asbestos exposure, including terminal and benign conditions. Discuss the three types of asbestos which have found significant commercial use, including their chemical and physical properties, describe the occurrence of other types of asbestos  particularly as contaminants in other minerals. The use and composition of asbestos products likely to be found in buildings, the need to record and label them and procedures for preventing damage to them. Conversion of survey data into a proper working asbestos register and action plan. Material and priority assessments, asbestos registers.

Asbestos Removal: Preparation, enclosures, removal techniques, waste removal and disposal. The role of the independent analyst, Four Stage Clearance procedures and reoccupation certification.

Educational Objectives:

The student should have a clear understanding of the legislation relating to asbestos, be able to identify the main types of asbestos materials and the appropriate means of recording the locations of asbestos in buildings and be aware of the procedures and methods for the prevention of future damage to asbestos containing materials. Be thoroughly familiar with current good practice in enclosures for asbestos removal and should be able to identify examples of poor working procedures in a practical situation and should be able to understand the role of the analyst, air monitoring techniques and the four stage clearance. Have a good understanding of the pressures and demands on various parties during the asbestos removal project.

Assessment:

Pre-start inspections including site audits, documentation and method statement (plan of work) checks. Role simulation based on mock asbestos removal project using pro-forma type risk assessment and plan of work with various role playing such as client, contractor, inspector, analyst and trade union representative. A practical assessment carried out by an independent assessor will involve the evaluation of a sample method statement (plan of work) using a standard checklist form as used by HSE. Here the candidate will be required to assess a method statement submitted by a contractor for a project and write a report on items of improvement. Can be taken separately.

Examination:

A 45 multi-choice question exam paper (1hr 15mns) will be undertaken on the final day of the course. This exam will be independently invigilated by BOHS.
